Şefkat Tepe dizisi 1997 yılında Güneydoğu Anadolu'da geçmektedir. Terör olaylarının tavan yaptığı bu yılda yurdun dört bir yanındaki ailelere her gün acı haberler ulaşmaktadır. Bölgede askerlik yapan gencecik çocuklar teröristlerle mücadele ederken aileleri de evlerinde binbir acı ve özlemle haberleri takip etmektedirler. Gözyaşı her gün farklı bir evden ama aynı gerekçeyle akmaktadır. Ancak bölge için gözardı edilen bir gerçek daha vardır. Anılan bölgede askerler evet şehit olurken aynı zamanda bölge halkı da bundan ciddi zararlar görmektedir. Terör onları da vurmakta ve birçok aile paramparça olmaktadır. Evler yakılmakta, insanlar terör ya da devlet yanlısı diye sınıflandırılmakta ve devlet yanlısı olanlar teröristler tarafından aileleriyle birlikte öldürülmekte, küçük çocukları zorla dağa çıkarılmaktadır. Hikayemizin temelini de bu oluşturmaktadır. Bölgede yaşayan bir çocuk kazandığı Kara Harp Okulu'na giderken geride kalan ailesi teröristler tarafından vahşice katledilir. Geride sadece kahramanımızın küçük kardeşi kalır. Yalnız bu küçük kız da teröristler tarafından kaçırılır. Hatta bu kıza ailesinin askerler tarafından öldürüldüğü yalanı söylenir ve buna inandırılır. Kız büyürken abisi de okulu bitirmek üzeredir. Abisinin hayatta ondan başka kimsesi kalmamıştır. Dolayısıyla okuldan mezun olunca tek amacı vardır kahramanımızın. Yıllar önce kaçırılan kardeşini bulmak.
