On September 29-30, 2023, an international forum titled "Resisting War and Defending Lasting Peace in Europe" is taking place in Paris.
00:00:07
Its participants include European officials, deputies, public figures, and journalists, as well as representatives of the Russian emigration.
00:00:13
Ilya Yashin sent a message to the forum from his Moscow prison.
00:00:17
My name is Ilya Yashin, I'm a Russian opposition
00:00:20
politician.
00:00:21
Unfortunately, I can't address you from the forum's podium
00:00:24
as I've been in prison since last summer for publicly
00:00:26
speaking out against Putin's troops' invasion of Ukraine.
00:00:31
The authorities decided to silence me,
00:00:33
sentencing me to eight and a half years in prison,
00:00:36
but I refuse to remain silent.
00:00:37
I want my voice - the voice of a Russian patriot
00:00:40
opposing war and dictatorship - to be heard.
00:00:43
It's crucial for me to be able to speak honestly
00:00:46
with my fellow countrymen, even from behind bars.
00:00:49
But I also understand the importance of dialogue with the world,
00:00:53
so I'm grateful to the forum's organizers for the opportunity
00:00:56
to address you.
00:00:57
The attack on Ukraine was possible for several
00:01:00
reasons.
00:01:01
First and foremost, it's the responsibility of Russians,
00:01:04
including myself, as a representative of the Russian people.
00:01:06
Sadly, we allowed a revanchist dictatorship to form
00:01:09
in our country and failed to create effective mechanisms
00:01:12
for public control over the government and security forces.
00:01:16
As the saying goes, we sacrificed freedom for order
00:01:19
and prosperity, but in the end, we lost freedom, order,
00:01:22
and prosperity.
00:01:24
Now, we've earned the reputation of occupiers.
00:01:27
We'll be paying for these mistakes for a very long time.
00:01:29
However, I also want to remind you of the international
00:01:35
community's responsibility, which for many years appeased
00:01:37
the Putin regime and
00:01:40
thus repeated a historical mistake that
00:01:44
once propelled Europe into World War II.
00:01:47
For two decades, Putin got away with everything
00:01:49
usurpation of power, corruption, destruction of the opposition,
00:01:54
political assassinations, military interventions, and
00:01:57
annexation of foreign territories.
00:01:58
"Merkel and Putin's duet in Moscow was a success"
00:02:01
this was the headline of a Deutsche Welle article on November 16, 2012,
00:02:06
half a year after the brutal dispersal of a rally in
00:02:09
Bolotnaya Square in Moscow.
00:02:11
Dozens of participants in a peaceful and approved assembly
00:02:14
would be sentenced to prison.
00:02:15
During her visit to Moscow with Putin, who had returned
00:02:18
to the presidency after "rotating" positions with Medvedev,
00:02:22
Merkel addressed him not only as "Mr. President"
00:02:24
but also as "dear Vladimir".
00:02:26
In response, Putin called her
00:02:28
"the German who is an example for us".
00:02:29
Consider 2015 - the year following the annexation of Crimea,
00:02:33
the hybrid war in Donbass that claimed thousands of lives,
00:02:36
the tragedy of the Malaysian Boeing,
00:02:38
and the murder of my friend, opposition politician Boris Nemtsov,
00:02:41
near the Kremlin walls.
00:02:43
In June 2015, Putin visited Milan
00:02:47
and Rome on a working visit, meeting with Prime Minister
00:02:50
Matteo Renzi and Italian President Sergio Mattarella.
00:02:53
On June 10th of that year, he met with the Pope in the Vatican.
00:02:58
On September 28, 2015, he made a working visit
00:03:01
to New York (USA).
00:03:03
Putin delivered a speech at the 70th UN General Assembly
00:03:06
and held talks with UN Secretary-General
00:03:08
Ban Ki-moon, NATO Secretary-General
00:03:11
Jens Stoltenberg, and US President Barack
00:03:14
Obama.
00:03:15
On October 2, Putin made a working visit to Paris
00:03:17
for the "Normandy Four" summit.
00:03:19
At the Elysée Palace, he met with
00:03:22
French President François Hollande and German Chancellor
00:03:25
Angela Merkel.
00:03:26
From November 15 to 16, 2015, Putin flew to Antalya to participate
00:03:31
in the G20 summit.
00:03:32
There, among other things, he met with German Chancellor
00:03:35
Angela Merkel, Italian Prime Minister Matteo Renzi,
00:03:38
and British Prime Minister David Cameron.
00:03:40
On November 30, there was a working visit to Paris.
00:03:42
Participation in the 21st Conference of the Parties to the UN Framework
00:03:46
Convention on Climate Change and the 11th Meeting
00:03:50
of the Parties to the Kyoto Protocol.
00:03:52
Meetings were held behind closed doors with US President Barack Obama,
00:03:55
German Chancellor Angela Merkel,
00:03:58
and European Commission President Jean-Claude Juncker.
00:04:00
Remember, this was the year following the annexation of Crimea,
00:04:03
the Malaysian Boeing tragedy, and
00:04:06
the assassination of Boris Nemtsov.
00:04:07
In the eyes of the West, Putin continued to remain
00:04:10
a legitimate president even in 2020 - after organizing
00:04:14
the "Constitutional Referendum" after which he "reset"
00:04:17
his terms and gained the opportunity to run for president again.
00:04:20
Meanwhile, independent experts reported unprecedented
00:04:23
falsifications and 22 million essentially anomalous
00:04:27
"ballots" in the vote.
00:04:29
That same year, Alexey Navalny was poisoned.
00:04:32
Thanks to investigative journalists, it was revealed that Alexey,
00:04:35
who thankfully survived, was not the only victim of state
00:04:38
poisoners.
00:04:39
Despite this, in 2021, at a press conference following
00:04:42
the summit in Geneva, Biden stated: "We have begun
00:04:45
bilateral strategic stability talks."
00:04:48
The Russian dictator was solemnly received
00:04:51
in world capitals. They bought oil and gas from him,
00:04:54
sold him parts for weapon systems and technologies,
00:04:57
and treated him as an equal.
00:04:59
Such a policy ultimately gave Putin
00:05:01
a sense of complete permissiveness and absolute impunity.
00:05:05
The war was already in full swing, and riot control equipment was still
00:05:08
being supplied to Russia: only in July 2022 did the European
00:05:12
Commission announce that it planned (!) to include
00:05:15
tear gas, fingerprint ink, helmets, shields,
00:05:18
and water cannons in a new sanctions package.
00:05:21
And these same people indignantly ask the Russians:
00:05:24
why don't you protest?
00:05:25
Let's frankly admit: one way or another, we all watered
00:05:29
the garden bed on which Putin's Napoleonic
00:05:32
ambitions grew.
00:05:33
We all bear responsibility for the consequences.
00:05:35
And we must also address this problem together.
00:05:40
In the West, it's commonly believed that the Russian people
00:05:42
today unanimously support the war and thirst for Ukrainian blood.
00:05:45
I assert that this is not the case.
00:05:47
Yes, many of my fellow citizens have been deceived by propaganda
00:05:51
and intimidated by repression. That's true.
00:05:53
But Putin has still failed to turn his aggression
00:05:56
into a people's war.
00:05:57
A vast number of Russians have gone abroad
00:05:59
to avoid conscription and not to take up arms.
00:06:03
A significant part of society has chosen internal emigration
00:06:06
and remains silent, justifiably fearing criminal prosecution.
00:06:09
The army is primarily made up of mercenaries,
00:06:12
motivated by money, and criminals recruited to the front
00:06:15
with promises of rehabilitation.
00:06:18
Yet, there are no queues at the military enlistment offices,
00:06:21
public enthusiasm, or other signs
00:06:24
a popular war in Russia.
00:06:25
The number of political prisoners has surpassed a thousand.
00:06:28
Sketching a portrait of the average Russian political prisoner
00:06:31
arrested for anti-war protests is challenging: they are
00:06:35
all so diverse.
00:06:36
Behind bars are hundreds of people:
00:06:38
teachers, retirees, students, workers, regional journalists.
00:06:42
A social cross-section of our entire society.
00:06:45
This is our people.
00:06:46
You might ask: what do a few hundred political prisoners mean
00:06:49
in a country of millions?
00:06:51
And I'd respond: hundreds of people are quite significant
00:06:54
when it's about consciously choosing to sacrifice freedom,
00:06:57
comfort, health, career, and family time
00:07:01
to stay true to one's conscience and
00:07:03
not remain silent.
00:07:04
This isn't about a couple of days in a filthy, stifling cell of
00:07:08
a detention center or even 15 days in a special facility – we have
00:07:12
tens of thousands of those. It's about years of constant
00:07:15
humiliation, uncertainty far from loved ones.
00:07:17
Have you heard how the children of the dissenters
00:07:19
are sent to social institutions?
00:07:21
The 13-year-old Masha Moskaleva, who drew an anti-war picture,
00:07:24
was separated from her father and sent to a shelter, while he was placed
00:07:27
under house arrest (now he's in a penal colony, Masha is, fortunately,
00:07:31
with her mother). The 15-year-old adopted son with disabilities
00:07:35
of a journalist and activist from Buryatia, Natalia Filonova,
00:07:37
was sent back to the children's home because she's in prison.
00:07:39
These are just the stories we know of.
00:07:42
But these are enough
00:07:44
for many Russians to choose silence.
00:07:46
Dear sirs, honestly answer the question:
00:07:49
what would you do?
00:07:51
Imagine your children in shelters and yourself in prison
00:07:53
each time you want to accuse Russians
00:07:56
of insufficient resistance.
00:07:59
Yet the protests continue.
00:08:01
Yes, there might be few, but
00:08:04
every such street appearance is a brave act.
00:08:06
The real Russia is not fighting Ukrainians on the frontline.
00:08:09
The real Russia is in jail, and also writes
00:08:11
letters to political prisoners, collects money for packages
00:08:14
to send to detention centers.
00:08:15
In a single day of a telethon, Russians raised 40 million rubles
00:08:18
to help political prisoners, even with all the difficulties
00:08:21
associated with the widespread blocking
00:08:23
of Russian cards.
00:08:24
The real Russia assists hundreds of thousands of Ukrainian
00:08:27
refugees who have found themselves in our country: they are welcomed
00:08:31
in Russian families, they are assisted with clothing and food,
00:08:34
the injured are hospitalized, and thousands are taken abroad
00:08:37
for those who want to live in Europe.
00:08:38
Mostly silently.
00:08:40
So as not to harm those they help.
00:08:43
Unpublicized, but every day for over a year,
00:08:46
hundreds of cars with Russian plates are transporting
00:08:49
Ukrainian families to the borders, among whom are the wounded, the sick,
00:08:52
those who have lost loved ones in the course of hostilities,
00:08:55
many of whom have lost everything because of the war.
00:08:58
Their already difficult life has recently become even more complicated:
00:09:01
Europe has closed its borders to Russian vehicles.
00:09:04
Last week, a Ukrainian refugee from Mariupol,
00:09:06
in the terminal stage of cancer, had to cross the Russian-Estonian
00:09:10
border in a wheelchair due to Estonia's ban on entry
00:09:14
for cars with Russian plates: her son pushed the wheelchair
00:09:17
for one and a half kilometers in the border zone,
00:09:20
crossing the bridge over Narva.
00:09:23
They were afraid to send the woman across the border
00:09:26
in an ambulance, fearing the vehicle's confiscation.
00:09:28
To successfully counter Putin, it is necessary to make
00:09:31
the Russian people allies of the international coalition
00:09:34
that has risen to defend Ukraine, allies of the entire
00:09:37
free world.
00:09:38
For this, at the very least, the rhetoric towards the citizens
00:09:40
of Russia needs to be changed.
00:09:42
Please, stop intimidating my compatriots by promising
00:09:46
them all kinds of punishments after Putin's defeat
00:09:48
in Ukraine.
00:09:49
Stop demeaning people by indiscriminately blocking vehicles
00:09:52
at the border and threatening to put any holder of a Russian
00:09:55
passport under the control of Western special services.
00:09:58
I ask you to clearly distinguish between the military criminals
00:10:01
who have seized power in the Kremlin and ordinary citizens who find
00:10:04
themselves in Russia as hostages and live with their eyes shut:
00:10:08
some out of fear for their lives and future, and some out of shame
00:10:10
and horror at what is happening.
00:10:12
Finally, the most important thing: let's show Russian society
00:10:16
an image of Russia's future.
00:10:18
If we want Russians to become allies of the civilized world,
00:10:21
we should not paint an apocalyptic picture
00:10:24
of our cities turned into ruins or speak of the inevitable
00:10:28
disintegration of our country.
00:10:30
Instead, let's explain to people that Russia without Putin
00:10:33
is about building, not destroying.
00:10:35
It's a free, happy, and peaceful country where
00:10:39
people want to live, work, and raise families.
00:10:41
It's not a utopia; it's possible.
00:10:44
Dear friends!
00:10:45
I understand that our society bears a huge responsibility
00:10:48
to the people of Ukraine for the monstrous crime
00:10:51
committed by our government in our name.
00:10:54
We will try to atone for this guilt.
00:10:56
One day, I too will come to Kyiv to ask for forgiveness.
00:10:59
But Russia will always be next to Ukraine and Europe.
00:11:02
Historically and geographically, we are destined to be neighbors.
00:11:06
Therefore, let's be wise, let's think together about
00:11:09
tomorrow and how to prevent the recurrence
00:11:12
of the current tragedy.
