Between 1946 and 1982, Finland saw Juho Kusti Paasikivi’s and Urho Kekkonen’s presidential tenures.

Both promoted the country's neutrality and fostered good relationships with the Soviet Union.

This policy had become known as the Paasikivi–Kekkonen doctrine. It was a nuisance for NATO—using Finland

as a foothold would be beneficial in the context of the Cold War. This state of affairs played into the Soviet Union’s hands, though.

Both Paasikivi and Kekkonen were awarded the Order of Lenin. Numerous Soviet officials, including Leonid Brezhnev,
