That’s how we met.

of how her brother and his wife

left for Afghan-Pakistan border area.

would shed light on what happened to her brother.

Also, she wanted help in locating

her nephews and bringing them back.

This was a coincidence.

Things like this don’t happen very often.

I worked for a broadcasting corporation and my job
00:02:06
had nothing to do with counter-terrorism,
00:02:10
or repatriation of children from conflict-affected areas.
00:02:14
At that time, the National Security Committee
00:02:18
offered me to join the upcoming Operation Zhusan,
00:02:22
as a consultant, an expert in the matter.
00:02:26
Of course, I was interested.

I was briefed on the operation –
00:02:32
I was told there was an intel about our nationals –
00:02:35
women and children in northern Syria,
00:02:38
dispersed in various camps and prisons
00:02:41
controlled by different militant groups.
00:02:44
There was a chance of bringing them back.
00:02:50
But these two stories did not overlap at the time.

I didn’t know that eventually they would.
00:02:58
At the time, I just responded to Ganibet’s request.

My brother is a year older than me.

He was my everything –
00:03:13
my support, my mentor, my brother.

We grew up in an ordinary working-class family.

My parents worked hard.

My brother was at school.
00:03:22
After high school he enrolled to college.

During his last year at college
00:03:26
he started to practice Islam.
00:03:29
A year after that everything was fine.

Everything was great.

He performed salah, prayers Everyone was happy with that.

Initially, we took it well,

we were happy to see him pray.

Within a year he started growing a beard,

Watching TV is evil and was not allowed,

because it only transmits negative information.

My brother is a master of sports in kickboxing.

He was planning to go Greece and participate in the World Championship.

However, after the training camp,

his spot was taken by someone else.

to pursue a career in sports, become a coach;

or choose a religious path.

Since Islam was the only option he had left,

he fully immersed himself in it.

This was when he met people who targeted,

recruited guys like him.

He considered them as brothers.

But they just planted ideas

about jihad in his head.

Many of them went through an identity crisis,
00:05:06
they wanted to be accepted,
00:05:11
be part of a community.
00:05:14
They did not understand the place they lived in.
00:05:18
Was it a Muslim country or a European country?
00:05:22
Was it an Asian country?
00:05:24
What kind of state, society,
00:05:26
future were we trying to build?
00:05:28
That’s why many started looking for answers themselves.
00:05:32
Whoever they met first became their mentor of sorts.
00:05:37
Young people often found compassion in mosques,
00:05:40
or they fell under the influence of someone older,
00:05:44
who followed a certain religious movement.
00:05:48
That’s why radical groups recruited new followers in no time.
00:05:52
The majority of those young people,
00:05:55
had little life experience.
00:05:58
They easily accepted advice from strangers.
00:06:01
We assessed 200 people, participants of various acts of terrorism
00:06:05
on the territory of Kazakhstan
00:06:07
over the past period of time.
00:06:09
An interesting finding was that the majority of those guys
00:06:11
started practicing religion half a year, a year before the events.
00:06:14
So, within brief period of time
00:06:17
they absorbed a new ideology,
00:06:20
something they had no interest in before.
00:06:23
This means that
00:06:25
their perception of the world was simplified.
00:06:28
That’s why they easily chose a new path
00:06:31
and left everything behind.

They didn’t feel connected
00:06:36
to their home country, society.
00:06:39
Six years later he told us he wanted to leave.

At the time, he said he wanted to learn Arabic, be fluent in it;

hopefully, open a school in Kazakhstan,

become a deputy imam.

On January 18, 2012 my mom called to tell me

my brother was leaving for Egypt the next day.

they had passports and visas issued.

They had sold their apartment.

They went to Cairo, and then to Alexandria.

They spent four months in Alexandria.

They sent us CDs, we spoke on the phone, via Skype.

Everything was fine.

It was like those families

who send their kids to study abroad.

There was nothing suspicious about it.

After four months we lost contact.

That was the first red flag.

We didn’t hear from them between April and August 2012.

When he finally called mom, he told her they had moved.

He said he was calling from Peshawar, Pakistan.

He didn’t mention he had lost his eldest son.

Some say he died of typhoid fever,

when they were crossing the border.

Later we found out he was calling from Waziristan.

They were captured by a militant group

and turned into their puppets.

We haven’t heard from them since August 2013.

Only in 2018 we were told that had he died.

He got killed in a blast on Afghan-Pakistan border.

His wife allegedly had died earlier

under similar circumstances.

Pakistani side denied he crossed the border,

whereas the Afghan side confirmed that

the Kazakhstani citizen in question

was under the Taliban command

and died during the attack.

people from many countries, including Kazakhstan,

kept coming to Syria and Iraq.

Since the war in Syria started,

we saw the emergence of
00:11:06
a “jihad by family” phenomenon.

This is when radicals left their home countries
00:11:10
and brought along their wives and children.

The majority of men died fighting,
00:11:24
but their wives and children
00:11:27
remained in the war zone.

Many women remarried,
00:11:33
some remarried several times.

New children were born,
00:11:39
increasing the overall number of children.

In spring-summer of 2018 our Special Services

started to actively assess the whole situation

regarding women and children.

Risks were assessed and it was concluded

that they shouldn’t be left behind.

We had to find a way to evacuate to Kazakhstan.

In September, the Head of the State,

Kazakhstani president, authorised this operation.

The same month Operation Zhusan was launched.

The first attempt was unsuccessful –

we were halfway there, when we had to abort.

The second attempt was postponed
00:12:19
and kept postponing
00:12:22
until it was finally confirmed that
00:12:26
the operation would resume around January 10th.

from the active war areas.

There were many other militant groups

besides ISIS and the Kurds.

These groups are not controlled by the State.

We couldn’t negotiate with any of them officially.

On top of that, other countries

are involved in the conflict in Syria –

the US, Russia, Turkey, Iran,
00:14:58
members of the Arab World.

In order to undertake such operation,

we had to negotiate with all these countries,
00:15:07
who are at war with each other.
00:15:11
Kazakhstan happened to have trustworthy relations
00:15:16
with all the parties involved in the Syrian conflict.

This was thanks to the foreign policy,
00:15:23
our peace-keeping efforts, after all,
00:15:25
we were providing an opportunity to negotiate
00:15:26
on matters related to Syria.

When the operation was authorised,
00:15:31
our Special Services used their channels
00:15:33
to make arrangements with
00:15:35
the foreign Special Services.
00:15:37
At the same time diplomatic officials were working out the details –
00:15:40
availability of an aerial corridor,
00:15:42
approval of an aircraft, flight details and so forth.

The operation had to be executed
00:15:48
in challenging conditions.

It had to be quick.

The militant groups agreed to give us 2-2.5 hours

and they guaranteed they wouldn’t shoot at us,
00:16:04
had we maintained the agreed timing.

So, we had two hours for landing, boarding and take-off.

Pre-boarding procedures were challenging –

we had to identify everyone first,

take photos and videos.

Conduct a brief interrogation.

Ensure all security measures were in place.

Since we had female passengers and

due to the sensitive nature of body searches,

this sacred land, this holy war and

I had to be very delicate with her.

Had I told her that she was wrong,

she had made a mistake, that

she was pretty much an enemy of the state,

involved in the Syrian conflict –

ISIS, Al-Qaeda and many others.

And each of these groups

are supported by an international ally.

So, it’s a regional proxy war between

the countries that are trying to settle
00:24:05
their disputes on the Syrian territory.

These countries supply
00:24:11
the groups with arms, people.
00:24:14
That’s why we had to bring our people back.

This ongoing war needs new recruits,
00:24:21
new human resources.
00:24:23
Women and children being that source.

So, how did our nationals end up in Syria?

Radical groups tried taking part in jihads
00:25:19
in other regions: Afghanistan, North Caucasus.

But getting into Afghanistan was tricky –

our nationals had to travel via a third country –
00:25:30
via Georgia, Ukraine, Turkey,
00:25:32
from Turkey to Iran.

This was followed by a mountain crossing on foot.

It took weeks to reach Pakistan.
00:25:40
Those radicals left for Pakistan
00:25:43
without their families, because the travel
00:25:46
would take between 15-40 days.

When the war in Syria started,

it attracted people like magnet,
00:25:55
because Syria was more accessible.
00:25:58
All you had to do was to buy a ticket
00:26:01
from any city in Kazakhstan to Istanbul,

cross the Turkish border and
00:26:06
within a day you’d reach Syria.

The second reason is the housing.

In Afghanistan they’d be living in the mountains,
00:26:15
up to 20-30 people cramped in a shack.
00:26:18
That wasn’t the case in Syria –

as a result of warfare,
00:26:22
radical groups were taking over
00:26:24
settlements, cities.
00:26:26
Not only they were taking over
00:26:29
the possessions of local people,
00:26:31
