whose latest book is command the

politics of military operations from

korea to ukraine i began by asking him

to give a sense of the scale and

significance of the ukrainian
00:08:12
counter-offensive
00:08:14
well the scale is extraordinary so
00:08:16
thousands of kilometers have been
00:08:19
liberated in a matter of days
00:08:22
the russians have been pushed back
00:08:24
from
00:08:25
areas they they'd occupied uh for some
00:08:28
time and caught completely by surprise
00:08:31
and they've now acknowledged it and uh
00:08:33
and pulled out of the whole kharkiv
00:08:35
province um
00:08:37
it's significant because we really
00:08:39
haven't seen anything like this
00:08:41
on either side
00:08:43
really in in the war up to now not only
00:08:46
a rapid movement forward but but also a
00:08:50
rather bedraggled and hurried and
00:08:52
panicky uh retreat for from the other
00:08:56
side when russia retreated a bit uh in
00:08:59
in march they did so in a reasonably
00:09:02
orderly fashion when they left
00:09:04
the area around heave but but this is
00:09:07
obviously with like people behind
00:09:09
they've left equipment behind
00:09:11
it's not a good look
00:09:13
and and how have they
00:09:15
allowed themselves to be humiliated in
00:09:17
this way how has that been possible
00:09:20
well i think what happened was um
00:09:24
there's been a well-advertised ukrainian
00:09:27
offensive in
00:09:28
the south
00:09:29
which is still going on it wasn't a
00:09:32
faint
00:09:33
it's it's uh very important to the
00:09:35
ukrainians but the russians diverted a
00:09:38
large amount of um
00:09:41
of force
00:09:43
to meet that offensive and in the
00:09:45
process they left other areas rather
00:09:47
thinly defended so as a result the um
00:09:51
the ukrainians
00:09:53
i mean this wasn't just opportunistic
00:09:55
the ukrainians i think could be
00:09:56
preparing for this they were able to
00:09:58
develop yet another front
00:10:00
in kharkiv
00:10:02
and punch through lines
00:10:04
where they were uh poorly prepared uh uh
00:10:07
troops in insufficient numbers to cope
00:10:10
which was soon um surrounded and
00:10:13
bypassed so um i think it it's the big
00:10:17
strategic error
00:10:19
by the russians but an error that
00:10:21
reflects
00:10:22
the the extent to which they've
00:10:24
exhausted a lot of their capabilities
00:10:26
and in the various efforts they had made
00:10:28
with their own offensives over the
00:10:30
summer which hadn't achieved anything
00:10:32
like what the ukrainians have achieved
00:10:35
so could this prove to be a really
00:10:36
crucial turning point oh yes i mean
00:10:40
uh
00:10:41
as i've tried to point out the the um
00:10:47
when armies collapse it can be quite
00:10:48
quick
00:10:49
um so now the problem that the russians
00:10:52
have got
00:10:53
is
00:10:54
that uh the
00:10:56
the areas that are most important to
00:10:58
them about which this war was supposedly
00:11:00
all about which is uh the donbas de la
00:11:02
scala
00:11:04
are now much more vulnerable than they
00:11:06
were before and if they start
00:11:08
if the russians start losing chunks of
00:11:10
them then i think putin is in real
00:11:13
difficulties there's already
00:11:14
considerable anger so if you if the
00:11:17
russians start losing uh donetsk as
00:11:21
well parts of them uh then this could
00:11:23
cascade so um
00:11:26
you know it's hard to get one's head
00:11:28
rather possibility that things could
00:11:30
move that quickly to it to a quick
00:11:32
conclusion but it's to me it seems as as
00:11:36
likely as this will drag on for some
00:11:37
time right so and a conclusion within
00:11:41
weeks potentially
00:11:44
yeah i mean we've got to be careful
00:11:45
obviously the russians have got a lot of
00:11:47
assets in the area there's an awful lot
00:11:49
of territory they hold
00:11:51
um
00:11:52
so it's a question of how what momentum
00:11:54
the ukrainians can generate how quickly
00:11:57
the the russians can regroup and hold
00:12:00
and what the political dynamic is that's
00:12:02
been set in motion so uh you know we've
00:12:05
always got to be be careful about not
00:12:07
getting too far ahead of ourselves but
00:12:09
it it it's not impossible the the that
00:12:12
uh this will bring matters to a
00:12:14
conclusion quite quickly so
00:12:17
ukrainian morale is obviously pretty
00:12:19
high at the moment
00:12:21
and they now know that they can achieve
00:12:24
what they claim to be able to achieve
00:12:25
but haven't really demonstrated it to
00:12:27
the to this extent to now the russian
00:12:30
morale by contrast will be pretty poor
00:12:33
and what pressure might that put on
00:12:34
putin now that could contribute to
00:12:37
the end of the war
00:12:40
you know it's hard to know because we
00:12:42
still know so little about decision
00:12:44
making in moscow how well he's informed
00:12:47
uh how much he he he grasped the
00:12:50
enormity of the of the blunder that he
00:12:53
is that he has made and how he can
00:12:54
acknowledge this uh whether they'll off
00:12:57
suddenly offer some negotiations to try
00:12:59
to manage a more sort of dignified
00:13:01
conclusion or whether they'll
00:13:04
carry on in a state of denial and
00:13:06
pretend that they still have things

under control but i mean it can't go on
