Осенью 1998 года на пульт оперативного дежурного внутренних войск по одному из округов России поступило экстренное сообщение: «На рассвете было совершено нападение на оружейный склад одной из частей внутренних войск. В командировку для выполнения служебно-боевых задач по поиску и задержанию преступников была отправлена группа спецназа «Росич» под командованием капитана Вадима Лактионова.
